I'm getting the GTX 1070. But I don't know if I should upgrade my processor first. Or anything else like that.
Specs:
amd fx(tm)-8350 eight-core processor
GTX 960
8gb ram

Solution
I would plan on a CPU motherboard upgrade soon but I wouldn't let it get in the way of your GTX 1070. While you may be slightly more bottle-necked then an intel solution, you should still have enough horse power for the GTX 1070 to stretch its legs enough to be a large improvement over your GTX 960 and not a waste of cash. Especially with DX12 becoming more relevant and reducing draw calls on the CPU.
It wouldn't hurt.
The 8350 isn't on the highest CPU tier where the 1070 is very much on the forefront of GPUs. (The 8300 is still on this list)
As to whether you really need it you'll have to tell us what you plan to play (with a 1070 I'm assuming this is a gaming rig).
Note that right now your CPU upgrade path would most likely be to an intel CPU and this therefore includes a new motherboard.

The FX 8350 will limit your GPU; it already limits a GTX 970 in many circumstances, but the answers is not simple, because it depends on the specific games you play and the resolution and refresh you play at.

If 60Hz, 1080p, 60FPS is your target, toy will notice the limits of the CPU more.
If 120Hz, 2K, 60 FPS is your target, you will notice the limits of the CPU less.

No matter what, you should be planning for a CPU/Motherboard upgrade. Even overclocked, the FX8350 is, at best, a mid-range CPU, well suited to your GTX 960. Today, Intel is the only game in town. Towards the end of the year, and if the rumors are true, AMD's Zen will provide a low to mod high end CPU suitable for use with a GTX 1070 and demanding games and circumstances.

Thanks for the replies. I'm aiming for stable 60fps at ultra/high settings in most games.
I will mostly be playing random games. Like BF1, Overwatch, Modded Skyrim, and just alot of random games.

[strike]BF1 isn't super CPU intensive[/strike]. Wait, you mean the new one. Who came up with that naming convention? Recommended specs aren't out yet. But it's coming out on consoles as well, so it can't be that bad.
Skyrim depends heavily on the mods you run
But Overwatch is fairly heavy on the CPU front. Or at least it was hard on mine in the beta.

I could run overwatch on ultra with no probels at 60 fps. So getting a gtx 1070 should't be a problem. Also, Dice optimize their games pretty good, so the new BF will most likely be pretty well optimized. I just wanna be able to run it on high /ultra. I just put skyrim in there for the lols. Skyrim mod's are not the best optimized so I dont expect it to be going too well on it with my cpu. But the mods are very GPU intensive. (talking about ENB realvision and stuff)
