Should I upgrade my GPU?

I'm currently stuck in an awkward situation, I can play games that I own on med-high settings at 1080p (not always consistently well). I would like to run these games at high-ultra and possibly other games such as Witcher 3, forza horizon 3 and Ghost Recon Wildlands (when its released). I was looking into the 1070 as the 1060 doesn't seem to be a worthy upgrade from my current GPU, but the costs seem high and I'm not sure whether it is worth the money ( roughly £540 altogether). Because I would need to upgrade my PSU as well to compensate for the new card. I would like to play the games I own (GTA V, h1z1, bf4/bf1) at 1080p at ultra. The 1070 seems worth it for the possibility for an upgrade to 1440p in the future.

My current setup is this:

i5 4690k @3.5GHZ
hyper 212 evo
8gb 1600mhz corsair vengeance ddr3
msi z97 gaming 3
evga 960 ssc
corsair cx500m

Any advice on how to go about this is appreciated.

Hey
U dont really need to upgrade your psu, gtx 1070 is 200W max when overclocked. Btw is your cpu overclocked to 4.5ghz? Gtx 1060 is close to gtx 980 performance, and 1070 will give u even more. I would upgrade it to 1070 based on what u said specially to play on 1440 monitor in the future.
