Should I upgrade my hard drive?

My hard drive is a Seagate Barracuda 1TB 5900RPM. On my computer I game and edit videos, so is the 5900RPM too slow and I should buy a new 7200RPM hard drive?

Also, is it really worth it for me to get an SSD (My budget's kinda tight right now) or should I hold off on that?

I would hold off buying any mechanical drive right now if you can as prices are pretty high. If you can live with it, wait another 60 days and see what gives with the pricing.
SSDs are really, really fast. Just putting your OS on one and using the regular drive for all your programs and data can make a huge noticeable difference in the way your PC just generally feels for everyday use.

You probably won't notice much difference between 5900 and 7200rpm. A SSD will make a huge improvement in perceived performance, though. Get one big enough to hold your OS, applications, and a game or two (90-120GB) and you'll find yourself waiting on your PC a lot less than you are now.

ssds are way faster, even a 64 gb ssd would be worth it
