Solution
Well it doesn't go away, the slot still can only use 35W, but the GPU will be able to get extra power from the 6-pin connector coming straight from the power supply.

In a way the 35W limitation goes away. Sure try it. I think it will work. This guy did exactly that. https://www.youtube.com/watch?v=Lc5CVHAnpQ0

*But don't forget to update your BIOS. I'm pretty sure you will have to do that to get the newer GPU to work.
so am i... i guess i lag a little on medium settings... still i have it on ultra right now and it mainly only lags at the start of the match.. id say its running nicely now... me so happy

Just about every Optiplex has a 95W CPU limit. With a 75W GPU that's 170W. The MTs don't usually have the 35W PCIe slot, the SFF usually has those. Does it say 35W next to the PCIe slot on the MB?
Here are several thousand of them running all kinds of GPUs. No 35W cards in sight.

I also saw some i5-2500K running there. You might get an overclock out of it.

If the GTX 1050Ti is what you want I would try it with the Dell PSU.

He already bought the 1050 Ti and it's working.
