Should I upgrade my old pc or build a new one?

I have a gaming pc that I built early in 2016, it can run Skyrim without a problem or games of the same year, but when I moved on to Battlefield 4 it started to do bad and I want to be able to play games like Fallout 4 and newer games. Should I upgrade or build a new one. My current pc is made with the following parts.
AMD Athlon X4-860k 3.7 GHz Quad core
MSI A78M-E45 Micro ATX
16 GB(4x4GB) RAM Corsair XMS3 DDR3 1600
A 500W PSU(don't know exact brand or model, was included and preinstalled into the case)
Graphics card is Radeon R7 250
 
I would build a new pc. Hardware has come a long way since the timw those components were first manufactured. There is really no way to upgrade that cpu meaning you could only upgrade your graphics so far. What would be your budget for a new system? I would suggest an AMD ryzen 3 2200g build or ryzen 5 2600 if you have more mony.

Heres a good build. This one totals less than 800. The 2600x and rx 580 8gb are very good components and will run battlefield 4 and any new game you throw at it with 1080p high settings. Even notoriously cpu bound games like fallout 4 will run great and benefit fron the 12 threads of the ryzen 5, a major upgrade from your current 4 threads.
