Should i upgrade my pc or buy a new one?

So i am a complete noob when it comes to PC building and i was wondering if i should buy a new one or upgrade my PC. My current PC is pretty old and it is dropping frames on all the games i play. I play games pretty often so i want a PC where i dont have to worry about frames at all.

My current specs are:
OS: Windows 7
Motherboard: Intel DH77EB
CPU: Intel Core i5-3450 CPU 3.10 GHz
RAM: 4 GB
Graphigs Card: AMD Radeon hd 6800
 


My budget is around a 1000 euro and i wouldnt consider buying a gaming laptop since i already got a pretty good laptop.
 


Looks nice. Bit expensive tho. these two look like pretty good GPUs :Nvidia GeForce GTX 1060 6GB and Nvidia GeForce GTX 1070 Ti, with the first one having my preference since it is less expensive.
