should i upgrade the cpu or gpu

Hey I have got a core i7 960 and a HD 7950 graphics card 12gb ram 525 watts pc and i am asking whether to upgrade my cpu to a core i7 4790k or upgrade my gpu to a 970 or a 1070 ps I am open to any other suggestions for what to upgrade to and I Use my pc only for gaming I have got a laptop for the other stuff and i am on a budget under 400$

I think you'd better go with gtx 970, you can find it quite cheap at EBay used (30% off of the price new) and not that expensive in stores, because of launch of newest gtx 1080/1070. You'll see very big performance improvements, in comparison to your 7950. Besides gtx 970 is not that hot, needs less power. Get it and look what you have in games. You must have 60 FPS at ultra in almost any modern game in 1080p mode. If you have a 2k/4K monitor, you'd better go with gtx 980ti or gtx 1070 that is promised to match gtx 980ti and even be better.
