Should I upgrade??

Hi guys
I believe I need an upgrade because i feel my machine is getting slower
I currently got:
Intel Core i5-3350P
P8 H61-M LX3 PLUS R2.0
AMD Radeon R9 270
10Gb (2+8) Kingston 1600Mhz
1Tb Wester Digital Blue 7200Rpm +Samsung 850EVO 240Gb
700w pwsu

I believe the first thing to upgrade would be the CPU and probably the motherboard then I would get a newer and better chassis fan.
Everything I got inside my case dates to 2013-2014 and was built by me when i was 14 so don't judge my build xD
I wouldn't want to get over 400euros.

get a proper video card next would be my bet leaving you about 200 quid for one, quick look at eBay again you can find a 1060 3GB for this with some change.
