Should I use a graphics card that exactly meets the minimum system power requirement for a computer?

I want to upgrade my GeForce GT 610 to a GeForce GTX 660. The 660, according to a chart I read, requires 450 W minimum and that's exactly how much my computer's power supply can handle. Should I still upgrade to the 660, or should I get something else that requires less PSU? Would there be any negative effects from using the GTX 660?

This would be a smokin' combo. MSI, & Gigabyte also make good GTX 970s.

Edit: this will likely bottleneck your cpu but if you plan on upgrading more of your computer these parts will stay .

If I had to pick a budget, I guess I would say up to around $540?

As a good rule I try to make sure my power supply delivers 50 watts and at least 10% more power than what I will use. This guarantees I will get a stable supply of electricity to my system.

More powerful graphics cards tend to need 500w of power. So for a system that I think will use just under 500w of power I buy a PSU that is guaranteed to deliver 550-600w of constant power.

If I'm thinking of upgrading my parts later to something that will use more power then I buy a power supply that will deliver the power I think I will need in the future for those upgrades as well.
EG: the CPU I will upgrade to later might use 15w more power and the graphics card will use 50w more power.
Therefore I would buy a PSU of at least 650w guaranteed power instead of 600w to future proof my system.
