If you can wait for pascal, then do so. I have bought gtx 970 when it was released (380€), now brand new costs almost the same, while used one cost is 280€, so if I would buy new card, I would instantly loose 100€. Same goes for gtx 960. If you cant wait, try to check for used one, but with warranty.

I'm waiting for Pascal / Polaris. I currently have an R9 270, which is OK I guess, but for my new Skylake rig I really don't want to pay for a high-end graphics card that will be destroyed for the same price later this year.
All depends, do you have an older GPU now that can hold you over? If so, just wait.
