I plant to buy the intel i5-8400 but a day ago I read that it is rumored that the new cpu would be released on the 1st of August so should I wait for their release or just buy the 8400?.

Solution
The coffee lake refresh (9th gen) are identical other than being 100 MHz faster. So an i5-9400 is 2.9/4.1 GHz base/boost rather than 2.8/4.0 for the 8400. If you're in no rush to build your PC you might as well wait, but the extra 100 MHz isn't going to make a noticeable difference in performance.

If you have a need now, go ahead and buy now.
I do not know how accurate that Aug 1 date is for launch and availability.

Such upgrades from intel typically boost performance a little bit but keep the price similar.
You might find some retailers who know what is coming reducing i5-8400 prices in anticipation.
