Should my CPU fan suck or blow?

Hello,
I have an old pc with Pentium 4 and I have just messed with it, I took it apart and put it back together. And the CPU cooling is done by a heatsink and a 80mm fan. But I don't know if it should be blowing or sucking, when I put my hand close to it, i feel that it blows cold air on my hand. So is it okay or i should flip it over? (also the arrow's direction points out from the cpu)
 
Solution
If its a top dow cooler were it the fan faces the motherboard its best to hsve it blowing down

If its a vertical ones its best to have it facing the rear of your case to get the hot air out of the case

Solution
It should be pulling air through the heat sink, not away from it.

Many of the P4 systems I have messed with have the fan up front which pulls air through the heat sink, then out the back and through the PSU fan.
