Question Should my fans be spinning up when connected to PSU via a fan hub

This is my first time building a pc and my motherboard didn't have enough fan headers so I used a fan hub. I plugged the hub into my PSU via a SATA cable and they aren't spinning up. Should I not connect it to the PSU?

That module has a small potentiometer with blue body at the end opposite the SATA power connector. It is used to adjust the maximum voltage it will send out to fans. Set it to the maximum it can give you (11 to 12 VDC) because your fans will NOT start up unless they get at least 7 VDC. After they have started, the module should reduce the voltages if the temperature its sensor "sees" is low.
