Question Should my memory run at half the speed it's rated?

So,

1. I recently upgraded my crucial 2 * 4GB 2133 mHz to 2 * 8GB inno3d rcx2-16G3000R. I noticed that in all my benchmarking programs, the task manager and cpu-z the sticks are running at 1500 mHz instead of 3000 mHz. I've read that DR usually runs at half speed, but my previous kit showed up as 2133 mHz in the task manager, even though it was also dual rank memory. If I put in only one stick of this inno3d kit, it still runs at 1500 mHz, even after I have selected XMP profile 2.0 and ddr4-3000 in my bios. What is going on here?

2. My motherboard manual states that I have to put my memory sticks in A2 B2 if I want to run at 2667 mHz, however after I chose in my bios that I want to run at DDR4-3000, it can handle this just fine. Is it because each slot can handle 2667 mHz?
