I read the blur busters g-sync 101 guide and it appears that to avoid screen tearing it's a combination of Gsync ON + Rivatuner FPS Limiter + Vsync ON.
For example, playing a modern emulator (yuzu) I have the following settings:
60hz refresh
60fps rendered game
RTSS 60fps limit
Gsync ON
Vsync OFF
Gsync handles frames below the cap at 60hz but not the ceiling at 60hz. RTSS frame cap at 60 is good for frame pacing but supposedly Vsync should also be ON to prevent tearing. I don't get tearing with Vsync OFF and I'm not sure why.
