Shut Down/Restart is taking longer after Fall Creators Update

I got this update 2 months ago, and since then restarting the PC takes a bit longer than it used to. Booting after restart or booting after PC being powered off is okay, it's only the state of Desktop screen to pre-boot that it is slowed down.

Now I am on a SSD, and it's a matter of a few seconds. I'd say previously it took around 2sec to go from restart to pre-boot, and now around 5sec. Which is still 2-3 times longer and I have no idea why.

Anyone care to explain why the sudden hold of the system when trying to restart?

I've noticed the really slow shutdowns, too. I have a feeling it's a side effect of the new app resume feature in the fall update. Let's hope they'll optimise it, a lot, in the next update.
