silent budget cpu cooler i5 4590

I am looking for an under 50 euros cpu cooler for my i5 4590. I am mostly using it for media consumption, hence i need something relativley quiet. Notice that i live in Cyprus where it's summer most of the year (above 35c) but the pc is in a room with a/c.

Without knowing the case for your PC, we can only guess what will fit.

Here is a general list of coolers under 50 Euro available in Italy. (Closest I can get to Cyprus I think).

On that list, I'd look at the Scythe Kotetsu or the Thermaltake Riing Silent 12 Red.

well the case is the corsair 380t and it is a mini itx build but the case seems to have ample clearance

Okay, now we got an idea of the size of case, I can discount those models I mentioned.... and the Be Quiet! mentioned elsewhere. The Noctua mentioned has a smaller fan, so it will be noisier too.

With the case in mind, I'd recommend the following from this list:

A friend of mine recommended the CoolerMaster Hyper 212 EVO. How does it compare?

And i really don't like the style of the shadow rock lp that much. Between the evo and the be quiet! Pure Rock Slim BK008 which one will perform the most silent on my 4590 used as a multimedia consumption machine?

I'd recommend getting a small liquid cooler like a Corsair H60 and using it without a fan so it'll be extremely quiet. Liquid coolers can keep CPUs at pretty low temperatures without even having a fan installed thanks to the passive cooling going through the radiator. The only thing is that they're a little over 50€.
