Hello,
My PC is very loud i want to swap some components but i dont know what to get i want new PSU, CPU cooler and case with air filters. any suggestions?

thats my question what PSU and CPU cooler to get ???

Why not provide the list of components that you have? Building a silent PC isn't possible if it uses fans, but building a quiet PC is easy when using quiet parts (PSU with a fan that doesn't start spinning until the load is high enough, quiet CPU cooler, GPU and using SSDs instead of HDDs (or very quiet HDDs). A quiet case also helps, but only when fans don't have to spin faster to keep the components cool.

First, clean all of the components in your current build and reapply thermal paste if it's been a while. I looked up your CPU cooler and saw several complaints about the fan being loud and irritating. I would look into getting 1 or 2 of these Corsair quiet static pressure fans:

Reviews for your power supply claim it's quiet so I don't think that is a problem. Hope this helps.
