Approximate Purchase Date: in the next month

Budget Range: No strict budget total, Better with a budget of a maximum of 1500$ - There is absolutely no obligation to use the entire budget....

System Usage from Most to Least Important:
1. Most common usage will be web browsing (Sometimes I open 130 tabs at the same time).
2. A musical production of moderate intensity at my home studio (Cuebase, Kompact VST etc. ) . I might use more music production in the future.
3. Small taks for video editing (I use sony vegas)
4. little easy jobs for editing and organizing photos with lightroom and at the moment

Are you buying a monitor: might consider according to compatability

Parts to Upgrade:
New build...

Do you need to buy OS: Yes, Windows 11, I'll probably buy a $20 Windows 10 OEM license, and upgrade it if I can make that work.

Preferred Website(s) for Parts: newegg.com, Amazon.com

Location: Europe / USA

Parts Preferences:

Overclocking: No

SLI or Crossfire: No.

Your Monitor Resolution: 1920x1200

Additional Comments:
Case: I prefer a Compact case that will also be silence or very quiet (e.x. Fractal’s Terra /Streacom DA2 V2 / Cooler Master MasterBox NR200)
I do have one 3.5' HDD 16 TB recently purchasedand and would like to move it to the new case
I will need to buy one super fast hard drive for OS (Probably of the M.2 type) and might want another ssd/m.2 drive
* I'm wondering if it's worth buying a 13th generation processor or will the 12th generation provide a satisfactory answer for me and I won't notice the difference
* The computer will be used by me in the coming years, so it is better to have the most recent and fast connections on the motherboard (For example a Thunderbolt connection)
* If I can forgo a GPU and purchase a processor that includes the component and/or a motherboard with such a built-in GPU then I can assume that this might be better and will save space in the tight case
* I might want to use 2 monitors at the same time

And Most Importantly, Why Are You Upgrading:
havn't bought a computer for a long time. Over the years I collected computer parts from all sorts of places and connected them
at the moment I have Core(TM) i5-4570 20GB Ram and computer crash sometimes and have audio problems. I just want a new better strong system.

For a silent PC, you have essentially 2 options:
* full-tower ATX with all fan mounts populated, so that all the fans hardly have to spin, thus giving off little, if any noise, while also providing good airflow
* fanless PC. No fans = 0 noise.

Since you want it small, fanless it is. E.g like so:

Few words.

Build doesn't have dedicated GPU, since if you add one, it comes with fans and would ruin the fanless PC theme. Not to mention adding fan noise. So, build will work off from iGPU inside the CPU.
CPU comes with bundled CPU cooler that has a fan on it. But to get fanless PC, i added in Noctua fanless CPU cooler, which will suffice to cool the CPU (according to Noctua's own CPU cooler compatibility list).
PSU is also fanless, to keep the silent theme. Capacity is 500W since 700W fanless PSU was too big to fit into the Sugo 14 PC case i put in. Though, if you add dedicated GPU, then RTX 4060 would be tops.
The rest of the components are to get build together. Since mini-ITX MoBos only have 2 RAM slots, put in 2x 32GB of RAM, just in case. Also, build theme is white (hence why white heatsink MoBo, white RAM, white PC case). Since PC case is personal choice, feel free to switch it out. Btw, i did look those 3 PC cases you suggested but Noctua passive CPU cooler is too beefy to fit into any of the three, hence why i put in different PC case.
Oh, you can put your 3.5" HDD into 5.25" external bay this Sugo 14 case has.

Take this build as a guideline, in terms what can be done.
