I want to play the sims 4 base game but my budget is under $500. Can someone recommend a good performance laptop?

That laptop is more than enough to play this game.
I would, personally, take something even cheaper if you want to save money and you plan only to play Sims 4 and browse net on it.

On low and medium settings should be around 60fps, so actually pretty good.
