Since installed second 280x, monitors don't start up until "Welcome" screen

Ever since I installed a second r9 280x (added to a 7970 Ghz), my 2 monitors don't boot up until the Windows "Welcome" screen. It's not a major problem, but I think it could be related to the fact that my monitors are plugged in to the second graphics card (bottom slot). Is this the case, and should I plug them in to the top one exclusively or one monitor on each?

Normal, while using dual monitor only one will show welcome screen, the other one stay blank until desktop or user selection

both monitors should be plugged into the primary videocard, which would be the top card. even then when windows boots up it will only display video on one monitor till you boot into windows.

With having both your monitors plugged into the seconday card you will not see any video till you get into windows.
