Skipping and lagging and locking up

About a diamond video graphics card low profile install it into my computer I want to play an online video game Construction Simulator 15 it still skips Lang's and freezes up same as it did before nothing has changed I have more than enough CPU and memory for the game

It only skips and lags when I'm playing the video game I'm using a game controller to control the trucks and I can't keep them on the road to skipping so much
