Sky Fibre Throttling?

I live in the UK and recently swapped from BT to Sky so that i could save money on one of their all inclusive bundles. Anyway, I've had them for about 3 ~ months and at first it was fine, ( I should say that when I moved, I also upgraded to Fiber) my internet speeds jumped from 16 mbs to 25 mbs. Even though this was not the 30 + I had been promised, I was fine with it. Anyway, fast forward 3 months later and my internet speeds are dropping.

I've tested it several times a day with different speed checkers and I consistently get a download speed of 13.5 mbs. I suspect its probably throttling because of how much internet we use as a family, youtube, netflix, steam etc. We use A LOT of internet. The thing that makes me consider that its throttling is the fact that although it's slower, it is still very stable and I have yet to see it go above or below 13 mbs. I don't know if this is another indicator, but the upload speed has stayed the same at 3 ~ mbs and the ping is also very good at 9ms.

Would be very appreciative of any help
 
if possible have you tried early in the morning when literally nobody will be using it, not only in your house but along your street too.

my internet appears to be affected by the streets usage perhaps yours is too?
