Skype cutting my voice in and out, no attempts have fixed it

Hi, so the problem is just that my voice cuts in and out when I join a Skype call. After a certain period time(roughly 10 to 30 minutes) my voice will start cutting out for several seconds, only to return entirely back to normal. Once when it starts, it doesn't let up; it'll easily happen within several seconds to five minutes, usually it happens more frequently after the first time. Doesn't matter if I'm in a skype call with one person, or an entire group. Just happens. I can hear everyone fine, there is no problems on that end.
The strangest thing currently no other service has problems, my internet is a-okay on all ends other than Skype.
Currently I am using Windows 7, a fresh install even after facing these issues. I'd like to say these issues happen four to six months ago, and haven't let up. I'm using the latest (terrible) version of Skype, I have used an earlier version which didn't have the ads however still no luck.
I have updated my Intel 82579V gigabit connection's drivers to the latest versions too. It doesn't even matter what Ethernet cable I have connected.
My internet speeds should be good enough, 90 download to 30 upload.
I use Comodo firewall and Peerblock, problem persists even when they are turned off.
I just can't for the life of me get this fixed. Any help would be appreciated.

It could be that your firewall and peerblock is blocking skype try this https://support.skype.com/en/faq/FA1070/how-do-i-update-my-firewall-to-work-with-skype

I have made sure my firewall has let skype through and peerblock allowing all the various peers for full skype functionality. Even when I disable them, no luck.
