Skype Issues - Already Running? / Can't Delete Binary?File

Hello, so I would try to log into my Skype account a couple of days ago and it would say I was already logged in, although I hadn't already logged in during my current session. I could see in the Task Manager that indeed Skype was running at about 75,000 K or more. I tried to end the process and got some weird message that I needed administrator privileges.
So, I tried to adjust the privileges for the program in the executable file's properties and I realize I made some mistakes doing that (although I can't be sure where). Now, I can't seem to reinstall Skype to actually get into my account, but I also can't completely uninstall it and delete the binary file because I need certain permissions.
Today, when I try to delete the binary file I get a message, "You require permission from the computer's administrator to make changes to this file". So, not as bad a message as yesterday's where it couldn't identify WHO (or what) I needed permission from. But, I am stuck nonetheless.
I also think it's odd it was saying I was already logged in when I hadn't logged in yet. But at any rate, can someone please assist with getting Skype off my PC so I can do a fresh installation? Maybe there are steps to take or a free or trial program that can do this? I am running Windows 8/64-bit. Please let me know if you require more information or screen shots.

Regarding your answer, stopping it at boot up is one thing. Being able to log in when it already tells me I am logged in is another, and deleting the binary file for a fresh install without problems would be best.
