You could try uninstalling and reinstalling either the new Skype app or the whole Windows 10 anniversary update.
If you uninstall the Skype preview app, you will be able to get it back via the Windows Store. To uninstall it, find it in the start menu, right click it and then choose uninstall. Then open up the Windows Store, search for Skype and see if it works.
If that method does not work, try re-installing the update. Press the Windows key, type update and then select the first option that appears, it should take you to the settings app. Then press on update history and then uninstall updates. When you get back to the older version of Windows 10, just check for the update again (it should come through immediately) and then install it for a second time and see if that works.

Did what you suggested, re installed the anniversary update. Did not fix it unfortunately.
Oh, sorry about that. Just to cover all bases, check your Skype settings to ensure there is nothing there which would be causing these issues. If not try Microsoft support: https://support.skype.com/en/skype/uwp/ It may be worth requesting support there and seeing if they have a fix for it, as it is a new update I had a look online but couldn't find anything like your problems.
