Skype Robotic Sounds...

Skype support probably sucks so I figured I'd ask the best tech community on the internet...

I am following this guide here:

I have Comcast as my ISP. I have tried literally everything including a HUGE 5 hour long session with Comcast tech support. My internet speeds are WELL above the reccomendations... With that being said why am I still sounding robotic...

I have tried three computers that are gaming desktops and a MacBook Pro.
I have tried THREE headsets Logitech, TurtleBeachX11, and Sades
I have tried removing my router
I have tried power cycling my router
I tried power cycling modem
I checked modem signal strengths
I tried playing with the audio settings
I tried port forwarding

Can anyone PLEASE help me with ANY suggestions.

PS My brother who lives 10 miles away has comcast and when I am on his LAN we have no problem with skype....

Do you get the same results regardless of whether you host?
I've had issues with my anti-virus (panda or avast) causing random issues with skype.
I really am racking my brain trying to think of things you can try but you've already done everything i would suggest!

Have you tried other chat programs?
Do you get the same results when using vent, TS, bark or wire?

Ventrilo is pretty low quality compared to skype, however I have not tried it. I facetime on my iphone 6 and notice that the audio is choppy when making a facetime call over my LAN. As soon as I turn to LTE it works. I don't know what could really be the issue. Maybe because skype cannot handle the HD audio? However I am not sure how to disable HD audio.
