Skyrim enb's destroying my rig.

So I have a a AMD fx8350 and a 390x. Im currently runnning 2k textures and SSIM on skyrim with a very acceptable 55-60 fps. I decided to branch out today and install an ENB. I decided on the enb packed with vivid weathers but after I get it all set up, it runs at 25 fps and my pc sounds like its about to take off. Shouldnt my rig be able to handle a simple enb or am I hugley underestimating the enb?

ENB crushes AMD processors. You need an Intel processor if you want to be able to run most ENB profiles.

So my video card should be fully able to handle it? Just need to swap the processor if I want to do heavy enb work?
