skyrim LE moddable download

So i have been searching through the whole internet for a skyrim download that's atleast version 1.9 and posesses all dlc's.
But every download that i've had was incompatible with mods.
It was missing an ESM file or 90% of the mods i installed just didn't work.
and thus my question is, is there any download that contains all dlc's, is compatible with mods and is atleast version 1.9?
