Skyrim screen tearing?

Ok I just got skyrim for the pc and it was running very smooth on ultra, I wake up this morning and play again and the screen tears constantly, I turned Vsync on in many ways, I tried it with CCC and it utterly ruined my game! It's fps went from around 100, to 15 after I turned Vsync on with CCC. I have a 60 refresh rate monitor, i'm currently reinstalling the game right now. Can someone please tell me how to fix the screen tearing and or give me the RIGHT way to turn on vsync on skyrim without harming it's fps, I just want it to stay at 60.

Edit: I heard the current drivers of the card could be the reason for flickering.

Memory: 8192mb of Ram Direct x 11

Processor: Intel i5-3570k CPU @ 3.40 ghz (4 CPUs), ~3.4GHz

OS: Windows 7 Professional 64-bit (6.1, Build 7601)

Video Card: AMD Diamond Radeon HD 7850 2gb

Hard drives: 1000mb/50gb SSD

install latest drivers.

Go to your amd control panel adjust some stuff for the gpu.
that problem hapend to me once, i went to amd control panel and i turned something on and the problem vanished, they came back to this day

I have the same card and I don't have screen tearing. That was fixed in one of the patches. I do though get some flickering skies when outside. It's fixed by rolling back to the 12.8 driver. Try that.
