Skyrim Stuttering High CPU Usage

So I've finally figured out why my Skyrim is stuttering. I've noticed when I play Skyrim using low to ultra settings, my first CPU core is always maxed out around 90-100%, while my other cores hover around 20-30%. I have an i5-4440 that has 4 physical cores (no hyperthreading). My GPU is an R9 390 and I know it's not the problem. Is there anyway that I can spread the load out on my other cores somehow?

EDIT: I HAVE FINALLY FIXED MY ISSUES. To fix the weird CPU usage, I just did a clean install of the game and installed all of my mods again after making sure everything was working. The CPU usage is now 20-30% on all of the cores (Ultra Settings) which still did not fix the stuttering that I hate. After tinkering a while, I finally fixed it by doing these things:

1. Turned off Skyrim's internal Vsync and replaced it with Radeon Pro's triple buffering Vsync.
2. Disabled all of Skyrim's gamepad support
3. Downloaded the "64Hz Stuttering Bug Fix Mod" and set the fps limit in the config file to 61

Skyrim is now running the way I knew it could, and I couldn't be happier :) .

I have a i5 6600 + R9 390 with many mods installed, though I know of some with a lot more. CPU usage among all cores is pretty low and GPU usage is usually high, as it should be.

Are you GPU drivers up to date? Though not requiring the latest Crimson drivers that were just released, it couldn't hurt to install them. (I do not install the Gaming Evolved portion of it though) The previous Catalyst drivers worked well on an i7 4770S with an r7 260x in 64bit Win 8/8.1 - Though the fans were going nuts.

How bad does it stutter? Does it do it all the time? I have an gtx 760 and an amd cpu with weaker single core performance and I dont stutter at all with the game pretty much maxed out with like 75 mods nor is my cpu usage that high. What is your gpu usage in game? Do you have any mods installed?
 


Its not terrible, but it frustrates me because I know that it can run smoother. I originally had a GT 635 in my build with the same CPU before I upgraded my PSU and got the R9 390. It was able to run Skyrim on low settings 60fps with no stuttering at all. The stuttering does happen all the time. My GPU usage is like a heart monitor sometimes it has little spikes from zero to huge spikes that go to 100% for a short second. I do have mods installed along with Dragonborn, Hearthfire, and Dawnguard. I do not have the official High Res DLC.

Mods:
1. SKSE
2. SkyUI
3. Apachii Sky Hair
4. Wearable lanterns
5. Skyrim 2K HD
6. Static Mesh Improvement

I'm only running on a 720P TV so my GPU should be able to handle it.

Solution


When you moved from the GT 635 did you ensure that all of the nVidia drivers were removed? search for DDU (Display Driver Uninstal) and run that to remove the little bits and bobs that may have been left behind)
 


Wow they realesed new updates for Windows 10 64-bit yesterday, I'm going to go ahead and download them. Should I download the optional AMD chipset drivers aswell?
Also, what do you mean by not do the AMD Gaming evolved part of it? The link that you were gonna read seems to be broken.
 


I made sure to use DDU before I even installed the R9 390. It detected my GT 635 and it should have deleted all of nVidia's drivers.
 


Yeah, that link was from an old forum post so it very possibly is no longer valid.

As for the Gaming Evolved application that is included with the AMDs Crimson adds some stuff that don't really improve this game (Skyrim). It now automatically begins recording the gaming session, though that can be turned off in settings. For me, it just isn't necessary, so I don't use it.

As for the Chipset drivers, if you can find updated drivers for the chipset on you motherboards support site, it wouldn't hurt to install them, though it should not matter, IMO.
 


Updated my GPU Drivers and still no fix, the stuttering is exactly the same. I also went ahead and got rid of AMD Gaming Evolved since I didn't use it either.
 
Then yeah, IDK. Your CPU usage isnot right and the simple steps don't work. Is it still new-enough for you to contact the seller and look for an RMA replacement? If so, I'd look into that route.

(Unless others have a better idea)
