Sleep states configuration

Hello everyone. My question consists of two parts.

1) In which sleep state does my PC goes if

The following sleep states are available on this system:
Standby (S3)

The following sleep states are not available on this system:
Standby (S1)
The system firmware does not support this standby state.

Standby (S2)
The system firmware does not support this standby state.

Hibernate
Hibernation has not been enabled.

Standby (S0 Low Power Idle)
The system firmware does not support this standby state.

Hybrid Sleep
Hibernation is not available.

Fast Startup
Hibernation is not available.

it says only standby is available, yet when I press sleep, my PC kinda turns off and resumes in a sec when turned on.

2) Another thing is I need WOL set up. Microsoft says

In Windows 8 and Windows 8.1, the default shutdown behavior puts the system into the hybrid shutdown state (S4), and all devices are put into D3. WOL from S4 or S5 is unsupported. Network adapters are explicitly not armed for WOL in either S5 or S4 cases because users expect zero power consumption and battery drain in the shutdown state. This behavior removes the possibility of invalid wake-ups when an explicit shutdown is requested. Therefore, WOL is supported only from sleep (S3) or hibernation (S4) states in Windows 8 and 8.1.

S3 is what enabled in my system, yet it just wont wake up on magic packets (no connection with PC).

I am connect through a cable to router.

Any help or short guide to set up WOL is much appreciated. Googling just didn't help somehow.

In your power options of your bios for the motherboard.

Make sure S mode S1/S3 is selected.

You will also find the option in the bios to enable the WOL feature of the network adapter embedded on your motherboard.
Set to: Enabled.
Also Wake on PME must be enabled if the option exists.

Once you have made the new changes in the bios, save the new settings before you exit it.

When you load windows up, you need to click on start, and then open up control panel.
Click on system and security.

Where it says System, click on device manager.
Left double click on network adapters in the hardware list.
And then left double click again on the lan adapter listed.
Click on the advanced tab in the window, or box that opens.
