SLI Not Using Second GPU But Does Acknowledge That it is Installed

I recently purchased a second gtx 970 to sli with my current 970.
I installed it into the pci-express slot and installed my sli bridge but no matter what I do the second GPU will not fire up in games. MSI Afterburner sees the card and monitors it's temps and fan speeds but when ever i fire up a game the car never goes past 1 percent power.
using the latest drivers downloaded from geforce experience.

what i am seeing in afterburner right now running the witcher 3 in fullscreen is my first 970 using around 80% power,and the second using around 5%.

there is no sli option at all.
