Helping bro to sli has rig
MSI 670 GTX 2gig
EVGA 670 GTX FTW 2gig

Both gpus powerup by looking at fans spinning

Nvidia control panel only recognizes 1 So can't check SLI box that should be there
Device Manager recognizes only 1

Did Driver Sweep and installed latest drivers 2x

You said you had a Z77 motherboard and then posted a picture of a Z97 motherboard. I think most, if not all motherboards that support SLI have the SLI logo printed somewhere on the board. I know mine does.

Also, this is a basic thing you probably already knew but you have to attach the SLI bridge to both cards in order to use SLI. Both cards should show up in Nvidia Control Panel even if they aren't running in SLI though.

I don't think anyone is going to be able to tell what exact motherboard you have from these stock pictures. Even you seem to be unsure what it looks like seeing as the two motherboards you posted pictures of have completely different color schemes.

We are going to need a model number to look it up.

If you swap them does the other one show up instead?

Do you have any other PCIe devices installed? Have you disabled any onboard devices that you aren't using? If you have maxed out the PCIe bus then you might not be getting enough lanes to let it turn on. Not likely, I think it would at least report its existence at 1x.

Have you verified that all of the power plugs you are using are functional? (you never know, one could have a loose wire)

All i can say is
1 ssd windows
1 hd storage
2 gpus

both gpu fans spin up
swapped both gpus in pcie 1 on mobo and they both worked.

There is more than one Asus Sabertooth Z77. I just checked Amazon and found 2 models currently for sale by members. One is an "extreme" model that supports SLI the other one listed does not support SLI. There may be more than just these two models that are currently for sale used on Amazon as well.

The actual model number is important. You should be able to find this either on the box if you still have it or printed somewhere on the board itself.

I have an Asus m5a99fx pro 2.0 and I have a similar problem. Win device manager sees the second card but does not install drivers (little yellow flag). nvidia control panel does not see it. If I force windows to install identical drivers to the first card, the fan runs at full speed forever from start up.
Try updating your driver in that second card. When windows asks how, choose "pick from a list". Nvidia control panel will then see the card and offer an SLI option. Let me know if it flips your fan out like mine. When I restart, SLI is now turned off in NCP but my rig is hovering around the room powered by the second card FAN!

Is this software or a bad pcie port?
how can i check to see if the other PCIE port is functioning? Can i go into bios and force that PCIE 2 port to be priority with monitor on startup?

Both gpus tested in PCIE slot 1 work
