Slimtype DVD A DS8A4SH ata device 64bit driver

in my windows 7 and ubuntu 11.4 the above dvd reads as a cdrom only so dvd software and dvds won't work?

Not sure about Ubuntu, but Windows does not need specific drivers to use a DVD drive. As long as Windows reads the drive as a DVD drive and the drive itself is good, you should be able to put a DVD in and read it. You may or may not need separate software to watch DVD movies, however.
