Does a 2.0 x8 graphic card work with full potential in 2.0 x16 slots motherboard. Because i have Gt730 x8 graphic card and 2.0 X16 slot motherboard. Please help me

Yes, the card is simply smaller than the interface available.

Nothing really stops you from putting an x16 card into a 1x slot (some motherboards even have the slots notched specifically to allow this). or vice versa. You can certainly install a 1x PCIe network card in an x16 slot.

I know x8 fit in x16 slot but x8 work with full power in x16. Without any performance reduce

Yes, because it is only able to use 8x to begin with, being in an x16 slot doesn't hurt performance in any way.

1x/2x/4x/8x/16x where X equals the bandwidth allotted based on the PCIe revision.

2.0 in 2.0 is one to one, no difference. You might be thinking of scenarios where you put a higher rated GPU into an old slot. Say PCIe 4.0 x16 GPU into a PCIe 3.0 x16 slot. Then yes, the potential bandwidth is half, but that doesn't mean half the performance. Most GPUs don't use all the available bandwidth at any given time. Only when you go to extremes that it matters.

As mentioned, the GT730 is not a powerful GPU, which is why it was only built with 8x lanes.
