Slow Boot on MSI X99A MPOWER with 950Pro

Hi,
I built my computer last November and ever since then my boot times have been incredibly slow, when I press the power button the bios screen dosen't even come up for about 15 seconds.

I boot off of the 950pro, and yes, i do have the NVME drivers installed and MSI live update says everything is updated. I have bios version M.70.
It seems like i've already tried everything, I've reset the CSMOS, taken out all the harddrives except the 950pro, and I've reinstalled windows, booting with one stick of ram, I even had my mobo Rma'd when I got a 00 boot code, the jturbo1 switch is set to normal, and no luck, I can't figure out what's wrong.
I've taken a video of all the debug codes my computer says on boot, it tends to stay a lot on 79 and B4, but once it gets to the bios screen it is pretty fast, but getting there is..well...very slow.

1| You should avoid MSI's Live Update utility like the plague it apparently can brick your board with the right or wrong BIOS.
2| Have you made sure your BIOS is up to date? If not then you should manually do so when in BIOS using M-Flash utility.
3| Have you tried attempting to boot your system with no STA drives and the add-on PCI-E wifi card?
4| Your PCPartpicker list is devoid of your memory.

Per your manual;
Error code B4 - Onboard devices Initialize and Detect (USB/ SATA/
SCSI……)
Check your USB devices, and speaking of which it's not included in your PCPartpicker list either.

You can also try this. Are you sure it's not 64 instead of B4? If the former, you should inspect your CPU socket for any bent or broken pins.
