Question Slow down when moving open windows

For some unknown reason to me at random intervals my pc starts slowing down when I move open window across my screen I made a video of it to show you exactly how it looks https://photos.app.goo.gl/sF478zLnd1yj69rU9 Please note the system was under no stress what so ever.
I have tried to runs an SFC/SCANNOW but it down no problems. I also upgraded from windows 10 because I had the same problem. Restarting the system fixes the problem but I would really preferent not to have to restart my system every so often because I can't move my open windows around.
Any input would be appreciated
My Specs are
CPU Ryzen 5 3600
GPU RX 5700
RAM 16 GB ram running at 3200
MOBO MSI B450 Tomahawk max
