Slow download speeds for only 1 device

Hi all, I decided to make an account here as I had checked ALL the other threads relating to this topic and found no solution to my issue.

I have formatted the hard drive yesterday, and since then I have had slow download speeds for no apparent reasons. Usually I had download speeds of 30+ mbps and now I am struggling to get 3 mbps. I have looked all over for different solutions and none of them have worked for me so far.

Operating system: Windows 8.1 Pro Student

Motherboard: Gigabyte G1 Sniper A88X FM2+ 4xDDR3/2xPCI-E/SATA3/USB3.0/DVI-D/D-SUB/HDMI/RAID/ATX Motherboard

CPU: AMD A10-7700K 3.4Ghz 4-Core

I don't think it's a hardware issue as my connection worked fine before I formatted the hard drive.

Suggestions I have tried include:

Deleting AMD Quick Stream - I didn't have it under my list of programs

Changing the Killer Gigabit Ethernet Controller to the Qualcomm Gigabit Ethernet Controller

Disabling Large Send Offload (IPv4), enabling Large Send Offload v2 (IPv4) and disabling Large Send Offload v2 (IPv6)

Deleting Killer Network Manager

Downloading and installing the latest driver updates


If anyone can help me please let me know as it is extremely frustrating running with such a slow connection.


EDIT: Forgot to include that I am on a wired ethernet connection, and the cable isn't faulty as it worked before I formatted the hard drive.

Only thing I can suggest is that you go to the driver that was installed on your pc originally and work forward from there, alternatively you might try using a wireless connection to test the speed difference as it could be a compatibility issue with your OS. You might also try connecting the cable to a different port on your router. Hopefully this will help you, if not; please do not hesitate to contact me however I may take a few days to reply.
