Slow GTX 970

I've recently built a new computer expecting it to be powerful. It really hasn't let me to believe that it is powerful. I'm planning on upgrading my graphics card to a Overclocked 980. What is wrong with my build, and did I do something to make it to be slow? Is there anyway I can get better performance.

Is your 970 using more than 3.5GB of its memory?
Are you using this pc for games? There's 500mb of ultra slow memory on GTX 970s - bit a scam really but it shouldn't be a problem in most games. Which games are you experiencing the problem with? Try turning down some settings to use less VRAM. I can't see why it wouldn't perform well other than that unless you haven't built it/set it up correctly.
