Question Slow internet connection on ethernet (only on one PC) ?

Hello everyone, please help me, I have 15mb dl speed on one PC and 400 on every other device, I have 999 ping in games on one PC and it's fine on every other PC I've tried. I'm directly connected to my modem, I've tried using different ethernet ports on the modem, I've tried using wireless to see if it's my ethernet cable, I've done anti-virus scans, I don't have any VPNs installed. It usually happens at night time from about 10pm until the morning. I've done every possible thing I can think of to fix this, please help me.
