Slow Internet speed one PC

I am running windows 10. When I boot normally with ethernet cable plugged in, internet speed is 4mbps. When I boot in safe mode, internet is 400mbps. Something is slowing down the speed. All other devices on my network are fine. Help, I cant game!

My first thought is an issue with the driver. This could be the wrong driver or a corrupted installation. Try to reinstall.

My second thought is some software. This could be some security software or one of these "lan optimizer" softwares. It can even be software you had and thought you removed, but the installation left something behind.
