Slow picture opening

FIRST PROBLEM:

So I got this problem probably 3 days ago. I installed new GPU that day (GTX 750 Ti, changed from AMD to nVIDIA) and after I installed it I noticed that when I click to open any format of picture, Windows Photo Viewer just takes like 3-4 seconds to open, I know it's not long but it's frustrating, because before it could just open up instantly. When I'm nexting pictures with arrow keys they appear just fine, so it only happens when I'm opening them. Window just doesn't show up for a few seconds, so it's not that ^^^^
I've also tried deleting some profiles in Color Managment several times but it didn't work.

SECOND PROBLEM:

So as I said I've got that new GPU, but sometimes I hear it rather louder than normally. Also when I start the PC the sound becomes very loud for like 2 seconds then it stops and goes to normal volume. But as I said, sometimes when I'm on PC the sound is just, well, not exactly loud but I can notice that it's louder than normally. I suspect this is because the GPU is new, maybe it'll stop after a while, or did I do something wrong when I was installing it? I have downloaded the right drivers, and I have completely sweeped the AMD drivers so it might not be a driver problem. I'm not entirely sure but I think that I placed and hooked up the GPU rightly.
