Slow response of pc

Sir, I upgraded my pc to i5 7400 with ga b 250 m d3h mobo and 8 gb ram win 10 few days ago. While I am editing videos in pinnacle 19 play and video response is very slow. When I want to play the video in time line, the play occurs after 3 or 4 secs. So I think my computer is still slow like my previous 3rd generation computer. Is win 7 better than win 10 for video editing?
