Slow selecting of desktop icons

Hovering over icons on the desktop is sluggish.

If anyone has a fix for this, that would be greatly appreciated.

Tried updating your graphics card drivers?
Defrag hdd (unless its an ssd)
what specs on PC?

I did a fresh install which fixed my problem. I don't know what was causing it though.
