Slow speed on ONE Computer

I see this question has been asked a million times, and apparently solved almost every other time. I've tried everything I can short of wiping the PC and starting from fresh. I REALLY want to avoid that. I've looked at network limiting programs, couldn't find any. But basically my issue is this, on my MAIN pc, where all of my network files are (videos, music, etc) my internet speeds slowed down to 50 mbps. I get 170-180 on my phone via wifi, my kids tablets, my wifes mac, and my other PC. But 50, constantly on this PC, and it's driving me nuts. I've uninstalled a ton of programs I recently installed, including what I thought was the culprit, AVG tune up or something, and it won't fix the issue. The only thing I haven't tried I realized is booting into safe mode and testing the speeds there. I'll report back here. Any help would be great!
 
Try performing a ping to your router and see how long it takes for a response from the router. If its low, try a tracert to a website that performs slow, such as google and compare it to your other PC or your wife's mac and see if you can see any major differences in response times.
 
Response times are the same, 5 to 25ms, with 0 packet lass. Now I've suddenly started to get random disconnects too. This is really driving me nuts! I thought it may have been my powerline adapter, so I don't have to run a cable across the room, but I tested it with a wire straight to my router (different wire to make sure the wire wasn't at fault) and still the same thing.) Any other suggestions? I hope I can get this damn thing figured out. Thanks again for the help so far!
 
Now I'm having issues with random websites suddenly giving me the error "ERR_CONNECTION_CLOSED". Most recently Microsoft.com.

I should mention, a few months ago I caught someone remote connected to my computer installing software (virus, malware, spyware) and renaming things. I had TeamViewer 11 installed, and constantly open so I could remote in from my phone while at work, and apparently had a weak password. I immeidately closed teamviewer and got the "this connection was brought to you by" blah blah. Needles to say I uninstalled that software and have had nothing but issues since that happened.

Can anybody help me here? Possibly show me how to tell if I'm still infected with anything? My computer used to be lightning fast, now it takes several minutes to load any program on the computer, and several minutes to boot up. I'm running windows 10.
 
I performed a tracert and it seems that they're mostly the same. Although on my PC sometimes after the 9th or 10th, and continuing up to 19th, ping amounts triple to over 100, or even time out. I've tried running AVG, I tried running ESET, spybot, and malware bytes. They've all found a few things here and there but nothing that has solved my issue. Any other suggestions on A/V? Or what the tracert results could mean?
 


If it's connected through Ethernet, have you tried a different Ethernet cable or even a different switch port on the router as it could be a faulty cable? Other then that make sure all your drivers are up to date. Further more I could suggest live booting Ubuntu from a USB (http://www.ubuntu.com/download/desktop/create-a-usb-stick-on-windows) and see if there are still internet issues with that. Because this won't be linked to your HDD in any way no malware/viruses or anything of the sort will be able to alter how the computer is behaving.
 
How are you measuring the network speed? Are you using something like speedtest.net or are you downloading files? If speedtest is there any difference in the upload speed?

One posibility not mentioned so far is that your ethernet adapter might have a problem. If you have access to an ethernet card you might want to install that and see if it makes a difference.
 
If it was ethernet only then my wifi would be at the speeds the other computers are at. But both ethernet and wifi are literally at the same speed. Like something is limiting it to a certain speed. But I can't find anything in resource manager or any type of monitoring program that shows it's being limited. I'll try the ubuntu method and see what happens in the next few days.
 


If you don't see any speed difference through ubuntu, I'd start looking at problems with hardware, as that's all it could really be.
