Slow speed over cat6

So I had my house built with cat 6 and I have my modem and router in the basement but when I plug into one of the ports throughout the house i'm capped at around 60-70 mbps out of 300, but when i bring up the modem and plug it in the cable line and then run a ethernet out of the modem or router i get the full 300, I know builder use the cheapest cables but could it be bad jack?
 


Between the router and the wall jacks, what is in there? Almost certainly not cable only.
The router has how many ports...4?
How many wall jacks are there?

Likely a switch in the mix?
In any case...300mbps from the router, and 60mbps from the wall jack leads to a problem somewhere.
 
Yeah so i have the Motorola cable modem connected to the WRT1900ac going into a Linksys 24 port switch and to the switch i have the Ethernet cables going into the wall plugs throughout the house, when i plug into any of the port around the house i'm capped at the speed, but i have 2 computers hardwired directly to the switch and they get between 290-300 mbps

At the switch, 300mbps
At the wall jack, 60mbps.

Is this the same across all wall jacks?
 


If your concern is the wall wiring, why wouldn't you plug this test hookup to the SWITCH instead of the modem/router? You want to test with Everything Else Equal sans the wall wiring don't you?

We need pictures, diagrams.

Here is a little diagram to show whats going on, if I use the Ethernet cable running from the basement up to the 2nd floor through the wall, im capped at under 100mbps I tested this with my Desktop PC.
Then I plugged in my modem to the Cable line upstairs and connected my router to the modem and I get the Full 300 mbps on the computer, seems like the cable running through the House is sending slower data.
