Slow torrent download. Direct downloads work fine.

Hello,
I am having a strange problem when downloading torrents. I have a 5mbps downloading speed with my service provider. When I download direct downloads the download rate is 590kbps - 580kbps which is fine, but when I start downloading torrents my download rate does not go above 60kbps. I have a Motorola Surfboard SB5120 cable modem. I am using Vuze as my torrent client. I have also a TP-Link router connected to my cable modem which then goes connected to my computer. I have Windows 10 pro as my OS (i7, 24gb RAM, etc).

This what I have done so far:
1. Direct downloads work fine.
2. Tried uTorrent, Vuze, and many other torrent clients
3. Connected the computer directly to the cable modem (without router)
4. Restarted my cable modem (several times)
5. All the torrents I am currently downloading have a lot of seeds and peers.
6. Service Provider allows torrent downloading (called and confirmed)
7. My brother has the same service provider and he is able to download torrents without an issue.

I fear the problem here can be the cable modem.

Please let me know what else can be done in order to find the root cause and then act upon it.

Solution
You can select and change your bandwidth priority to high. Depending on what software your using to download the torrents, Most of them automatically put it to low. See if their is a setting to change your bandwidth to high so it uses more of it to download your torrents.
