Question Slow Upload Speed Using Ethernet

I've read some of the topics that were suggested for my title and unfortunately none of the solutions to those topics has helped me.

For some context:
I recently (about 4 days ago) built a brand-new desktop using a Gigabyte B650 Gaming X AX motherboard and the last few days I have been experiencing very low upload speeds to speedtest.net and other speedtest sites. I have an old desktop with an MSI B350 Tomahawk motherboard, which was also experiencing low speeds, so I brought this up to my ISP hoping they would help solve the problem. The tech I know and have a line of communication with spent a few hours eliminating all possibilities until we ran a speedtest on my smartphone. The smartphone ran at full advertised internet speed, both upload and download. Both my desktop computers were experiencing slow upload speeds so this is why I assumed it was an ISP issue.

Both desktops connected to the internet via ethernet cable running speed tests provide pretty close to full download speed, but upload speed is often less than 10% of advertised speed. The kicker is the Gigabyte B650 has a wireless adapter and running the speedtest on that results in approx. 50% of advertised upload. At this point I'm stumped and am reinstalling drivers and toggling advanced setting for the NIC to no avail.

I'm at my wits end. My next idea is running a live linux ISO to eliminate all possible driver issues. Wish me luck!

Make and model of your router(that you've gotten from your ISP)? Perhaps replace the cable leading from your device to the Ethernet port? Just a side question, did you reinstall the OS after your upgrade, n case you migrated the OS/storage drive onto the new build?

Update your post to include full system hardware specs and OS information.

Run "ipconfig /all" (without quotes) on the new build via the Command Prompt and post the results.

Do the same for the old desktop.

You should be able to copy and paste the results without needing to retype everything.

Immediate things to look for on the new build: ensure that only one network adapter, either wired or wireless, is enabled.

Disabling IPv6 may help.

OS I am running is Windows 11 Pro, though I tried running speed tests with a live boot Ubuntu distro and had similar results.

I have tried swapping multiple ethernet cables to no success. I have made sure all network adapters that aren't ethernet are disabled (unless the bluetooth on the mb of the new build matters, I tried disabling it, to little success).

It just seems so strange to me that both desktops have issues, but my phone doesn't. I have also tried tethering and hotspotting my phone to share it's WiFi connection and the upload speed remains the same.

Edit: I disabled IPv6 on the new system after posting my ipconfigs. This didn't seem to affect it. Though testing my old build now results in max speed speedtests, though this was before disabling IPv6. The new system remains unchanged.
