[SOLVED] SLOW

I have just built a new pc and decided to see how it runs on some games. First game I opened up was minecraft and I was a little confused when I saw it only ran at maximum 61 fps and didnt really change when I lowered settings. I didnt do any of the bios myself and was wondering if anyone knew why this is so low. CPU usage was only at like 3% when playing and gpu was very low too. Here are my specs:
AMD Ryzen 7 3700X
Saphire Radeon RX 5700 XT
Corsair Vengance DDR4 3600 2X8GB
MSI X570 Gaming Edge Wifi

I'd first look around in the game settings (and if you are running other software that can control FPS I would check that as well)......and make sure VSync isn't enabled.

With VSync enabled.....many times it will hover around 60.
